In short, there is a annual license for about 400.00 that covers hunting and fishing. There is a 10 day permit for 75.00.
Page 11-16 of the current regulations: http://dnr.sc.gov/regs/pdf/regs1213.pdf detail the prices and definitions of non-resident.

Pa WILL issue a free complimentary license to active duty warriors in transition. The contact I got at the PA game Commission is Denise M. Malone, Pennsylvania Game Commission,Executive Office, 2001 Elmerton Ave.

There is a form that needs to be filled out with information about the warrior in transition (name, ss #,contact information,height weight etc.) A letter is also needed from THE LINK-UP (preferably on letterhead) that gives the details of the hunt and information about THE LINK-UP organization (purpose, contact info etc.)
