Here is the link to the non-resident license application: http://www.dnr.sc.gov/regs/pdf/NonResidentLicenseRenewal.pdf  

In short, there is a annual license for about 400.00 that covers hunting and fishing.  There is a 10 day permit for 75.00.  

Page 11-16 of the current regulations: http://dnr.sc.gov/regs/pdf/regs1213.pdf  detail the prices and definitions of non-resident.

VETERANS WITH DISABILITIES LICENSE FEE EXEMPTIONS 
for Regular Hunting and Furtaker Licenses only 

Minimum Qualifications: 
  • Must be a resident of Pennsylvania.
  • Disability must consist of the loss of one or more limbs, or the loss of the use of one or more limbs, or medically certified as totally disabled.
  • Disability was service incurred.
  • Must be a veteran of any war or armed conflict.
  • Must be otherwise mentally and physically fit.
  • Must meet all other requirements of the Game and Wildlife Code.
Disabled Veteran Licensing Procedure
  • Application for license must be made to any County Treasurer.
  • Applicant must produce discharge papers.
  • If applicant is claiming total disability, applicant must produce Veterans Administration disability certification showing total disability.
  • Application must contain a statement that the applicant is a war or armed conflict veteran and disability was service incurred.

For wounded warriors hunting in PA, here is what I found out so far.  Pa WILL issue a free complimentary license to active duty warriors in transition.   The contact I got at the PA game Commission is Denise M. Malone, Pennsylvania Game Commission,Executive Office, 2001 Elmerton Ave.

There is a form that needs to be filled out with information about the warrior in transition (name, ss #,contact information,height weight etc.)   A letter is also needed from THE LINK-UP (preferably on letterhead) that gives the details of the hunt and information about THE LINK-UP organization (purpose, contact info etc.)
